If that is the orginal one(but I doubt that they did not use that LC before since it has PD of 2000), it is safe. YOU MUST SEE with your OWN EYES. DO NOT TRUST ANYONE.
Ask them in writing that no 140 has ever been filed using it but yet better Ask to see the original labor, it has colored signature from the DOL, otherwise you are not only taking a huge risk of getting involved into fraud and be barred from a GC forever, but also loosing money as obviously these desi bhadwa ask you to give up money or your billings margin. If you already have in BEC and can get your extensions and the old PD, don't worry about getting into something which is already being looked into carefully by INS.
