Labor Substitution converting into PERM

Hello All,
I have a question regarding substitution labor and converting into PERM.I joined a company which offered me a Labor Substitution.It is EB3 with PD early 2003.Infact, the labor is not approved yet, the 45 day letter has been recieved long back.It is lost somewhere in the PBPC.My employer filed the labor Substitution by filling the I-750B form for me.Since, I am really not sure how long this is going to take.I was venturing into other options.
Option 1: Applying a new PERM. - This is not a good option since I need to wait for the PD to be current.( If I apprly now the PD will be Apr-2006 ).

Option 2: Converting the substitution labor into PERM. --- I have concerns/questions regarding this option.I am not sure how this is going to help me out since in the first place I am going as a Substitution labor replacing the original beneficiary.Converting this to a PERM with me as a beneficiary...?Has anybody come across this kind of scenario?Does this really work?or Will I be taking a risk?
