Yes and no if you read DOL BRC latest update. 'Yes' because they said that RIR most likely might get processed a bit quicker than non-RIR. 'No' because RIR and non-RIR are indifferent queues and therefore unrelated as regards processing. Also data is entered in FIFO method, so since you filed in 2005 it might take a while still.
