Labor Certification Substitution

Our company has approved labor certification of the employee who left a while back. They are planning to substitute my name on that for further processing of green card. i heard that USCIS is planning to change the rule regarding labor certificaiton substituion, basically disallowing it to be substituted. is it true? if yes, then from when it will be effective?

Why you are waiting, as of now you can file "Substituition of Alien". Do it now. Or wait until this provision go off.
