Labor certification substitution ban rule is effective today

Good news.... Labor certification substitution is now officially banned... The new rule published in federal register today 05/17/07. Here is the link for PDF version of new effective rule.

It is effective from July 17 2007

People can still file LC substitutions till July 16th 2007. After that the LCs can be used only for the person they were filed for. And they are valid 180 days after July 16,2007. After that they expire.

According to immigration-law.com, It is sill not clear that By July 16th 2007
I140 must be completed or just applied is good enough. So if you are thinking about LC substitution, please wait one more week for the clarification.
