Can we apply for a Labor Cert. for someone who is back home and not in USA. Want to know if it's possible to apply for Labor Cert. for someone who is outside USA.

Yes, the person doesn't have to be in the US at the time of filing -- for example, we have filed 2 Employment-Based PERM and subsequentially approved I-140s for 2 Iraqi citizens. We have to wait until the priority date becomes current for them to apply for the GC's, but the point is that yes, it can be done.
