LA->Chicago->Kansas City....what's going on?

Hey guys. We got the notices from Kansas City, MO. We sent them from LA to Chicago. Anyway has an explanation why this is happening? Why do we file to Chicago while the California Service Center is right next door? If we file to Chicago and get the notices from Missouri, why have we filed to chicago in the first place? your thoughts please...
