L2 to H1B. Dual jobs with H1B

I am on L1B and my wife (Engineering Graduate from 2004 batch with no prior experience) is on L2. She is working on 2 jobs - as a teacher and librarian (for a city government) for the past 6 months (with EAD). Recently she has been offered a position in one of the leading semiconductors company as a Systems Engineer. She would quit her teacher job and take this one up (and will continue to work part-time for the Library).

The new company wants to process her H1B visa. If she wants to continue working in the Library too, does the Library need to process a seperate H1 as well? If the library doesn't want to sponsor her H1 visa, can she self-sponsor? What are the documents that we should keep ready so that the process goes smooth? Are they any complications that can be avoided upfront?

Yes, She needs 2 H1Bs.

If the library doesn't want to sponsor her H1 visa, can she self-sponsor?

L2 (with EAD) to GC - Faster?

Since EAD approval is one of the steps to getting a Green-Card, does a L2 visa holder with EAD get a GC faster? If so, what is the estimated time frame in which a GC can be obtained?
 
There is nothing like being closer to green card with employment authorization on L2.

It entirely depends on employer whether to sponsor for green card or not.

In case of L2, as in most cases, L2 gets green card as dependant of L1 visa holder.

In some instances, employers are not willing to sponsor for green card for L2. Reason being, L2 status depends on L1. If L1 expires, so does L2. With H visa cap full and L2 expired, the employer doesnot have a lot of options.

You will find that many employer who want L2 employee to continue with them, sponsor to switch from L2 to H1 visa at earliest opportunity.
