L1b to H4 cos

Hi All,
I'm currently on L1b visa and my husband is on H1b visa.
I would like to apply for H4 visa as I intend to quit my job.
I have heard that cos to H4 will take months to get approved.
So after applying for H4 visa, can I work for 15 days - 1 month before quitting?

Why don't you submit your COS the day you quit?

The problem is that I'm not currently sure when exactly I'll be to quit.
But anyways, as you say, if I submit my I539 the day I quit, will it be fine?
As in, am I doing anything illegal by doing so?
