L1B to GC

Hi,
I am currently working in the USA under an L1B visa. It has become quite evident that I will be required to stay in the US longer then the 5 year maximum stay this visa permits.
It is my understanding that applying for a GC is easier with a L1A. I have been in an executive position for the last two years (promotion took place while in the USA) and could potentially switch from the L1B to L1A.
1) Is it better to apply for a GC while holding a L1A?
2) Is it difficult or even possible to apply for a L1A while in the USA (I have read that you must work in this position in the country of origin for one year before applying even if you already hold an L1B)?

Thanks Brian! Would you be so kind as to provide me with some specific information in terms of what INS "wants" to see that illustrates an employees shift in position to manager status within a company?
