L1B to F1 status change

My L1B is getting expired on Feb 2010, but I-94 is valid till Jan 2011. In case i want to apply to F1 mid of next year(2010), do i need to renew my L1B and then apply for F1 or can i apply for F1 without renewing my L1B as my I-94 will be still valid.

Any help regarding this is appreciated...

Assuming your L-1B visa is expiring before the I-94, you do not need to renew your visa unless you do not plan on travelling internationally.

A valid visa is not required for COS.
