L1b-H4 transfer.

My Wife is currently on a L1 visa. After her contract ends she needs to be on my H-4 visa. I am on my OPT and filling for the H-1b visa. Does it make sense to apply for her H-4 visa with my H-1B visa, or should I wait for my H-1 processing to be complete and then file for her H-4 ?
Also is it helpful that I apply for her visa from the US or its better to do it from India !! ?

See instructions for form I539 whether L1 to H4 can be done here in the US. (in ins website-forms link). If L1 to H4 is a valid transition allowed in US, then it is always better to do it along with the H1, if the desire is to give up L1 ASAP...
