L1A to H1B

I am currently on L1A visa and if I transfer to H1B, does H1B cap applies to me as well and have to wait until April 2006 to apply for H1B? I would appreciate your help.

L1 to H1 is not considered so called "transfer".
Yes, you are subject to H1 cap and need to wait for April.
