L1A Laid off...move to E3

My friend came into this country on a L1A visa in sept 2007. He was laid off today with his last date being April 30th. Since he's an Australian citizen, he can work on a E3 visa. His wife works on a L1 dependant visa. She can move to a E3 visa and he can move to a E3 Dependant visa. Has anyone converted to a E3 visa from L1? What are the procedures and how long does it take?
Also, does he go out of status on May 1st or does he get some time to move back in case there are issues with the L1 to E3 conversion?
Appeciate your comments/advise in this regard.
 
It is just like H1b in terms of transfer. There is some pain associated with renewal .if you already have a 485 submitted, you are ok for adjustment of status (it is not fully dual intent) otherwise, get a lawyer and check they have enough visas for this and change.
