L1A and Poratbility under AC21

Hi Friends, I have the following questions, Hope I get the right direction from the learned members:

Q1. I am on L1A visa working for a company in USA (Sister company in India). The US company started my Green card process on L1A and obtained the I 140 approval. I 485 has been filed more than 6 months ago and I have my EAD now. Can I switch job under AC21? (The company attorney says that the portability is available to H1B worker only and it is not applicable to me.

Connected questions are:

Q2. My Gren CArd process has been started at Texas Center as my company' headquarter is in Dallas, Texas. I live in Boston (Massachusetts). I have following questions:

a. If I need to renew my EAD, can it be done at Boston Local INS office (waiting period is 1 day at Boston - it is walk in)?

b. If yes! then if I go 90 days before the expiry date, will they renew it for a period of 1 year from the date I walk in or 1 year from the expiry date?

c. At which center will I have my interview for the GC - Boston or Dallas?

d. If I change my employer and take a job in Boston, do I need to get my GC application transferred from Texas to Vermont? Is it mandatory or optional? If I need to get it transferred, how much time does it take to get it transferred? Since the processing time for AOS application at Texas Center is approx 2 years and is approx 1 year at Vermont, will it be better to get it transferred- my I 485 was filed 7 months back?

1. Although most of the clauses of AC21 memo addresses H1 issues, in this particualr I140/i485 portability clause the beneficiaries are noted as EB immigrant, so all employment based adjustees should be able to benefit from AC21. Show your lawyer the text of AC21.

2.a Yes you can try. Boston can refuse to give you an interim EAD since Boston does not process TSC cases. You will know only when you walk in and find out.
b. All EADs are valid for 1 year from the date of issue/ approval

c. If you file another G28 or send AR11 to change your address to Boston, it is likely that your application will be transferred to the lcoal office. All Eb immigrants do not get the interview.

d. Optional, but highly recommended.
