L1 to H1

Hi;
One of my friend wants to xfer his L1 to H1. I would like to know what is the exact procedure to do so.

1) Can he xfer his visa rightway or do he need wait for any specific time ?
2) Will the visa will be treated as a Xfer or do we need to file a new H1.

If he does not have MS degree from the US univ, he needs to wait for April to open up new quota, and he can start working from Oct 1.
It comes under quota if this is his 1st H1 application(not "transfer").
