K1 and F1

Dear all, I'm applying K1 for my fiancee, P1 received on 8/26. She wants to go to grad school when she gets here. The question is, while she's in the K1 process, can she apply for F1 in case K1 gets delayed? I don't believe that by the time when the grad school makes decicions early next year, we still don't have K1 interview. But, just in the worst case scenario, if K1 is not ready when the school takes her, can she apply and come here by F1 visa? Thank you very much!
 
With a K-1 in the works, there is very low chance of her being issued an F-1 visa due to her failure to overcome 214(b).
