My fiance lives in China on a business visa, not a work visa, he is not a resident of China, and he has lived there two years. He is a resident of Algeria. My question is can I still apply for a fiance visa on him, even though this is his situation?

I am a U.S. citizen and I live in Missouri. Born and raised in the U.S. and my fiance is a citizen of Algeria. He lives in Guangzhou, China and he is not a resident there, he is there on a business visa (f visa for China).
 
Since you are a US citizen and live in the US, no issues about you being a sponsor. Regarding your fiance' using the US consulate in Guangzhou, the key issue will be his status in China. I would advise him to contact the consulate and tell them his visa classification in China. They can make the determination whether they will entertain his K-1 visa locally or not. If yes, then everything thing should be set for you both. If not, he will need to get his K-1 from Algiers.
