Puerto Rico !!?

One question real quick ... if anyone can answer ... it might help...

Does anyone know if I start my GC process in Puerto Rico .. is it under the jurisdiction of Bureau of U.S. Citizenship and Immigration Services (USCIS) or under something different juridiction .. i mean do the laws there applied in a parallel manner as in the U.S?

conch republic is just a protest against usa by florida keys (if i remember correctly) and they issue passport for keep sake , with no legal value.....
