Jurisdiction of Local USCIS offices

When I made an InfoPass appointment I was sent to a local office (Saint Louis, Missouri) which is in the different state than I live (Illinois). They told me that if I submit my AOS paperwork to Chicago lockbox it will get forwarded to them. They told me that it is not Chicago office that will be handling my case.

Saint Louis office is 110 miles from me, while Chicago is over 300 miles away.

I am kind of confused how the Jurisdiction of Local USCIS offices is determined. Is it by zip code or by state?

From what I learned, the Chicago office is actually only the application routing point. They send an application for processing to the office, near the applicant location.

There is another, very confusing issue. It is not clear to me where to send the application. My local office is in San Jose. From 3 different USCIS employees I got two different answers.
The first version said:

Althoug, all other applications go through the Chicago office, the DV applications are sent directly to the local office.

The second version:
All applications have to be sent to the Chicago office.

Since the first answer points also on difference between DV & non DV applications it looks more competent than the second & third answers.

When i looked at the forms & instruction letter I received in the USCIS office, they specified something like that: ... from .... all FAMILY BASED APPLICATIONS should be sent to the Chicago office.

In my opinion, the DV application is not a famaly based.
So what should be done?

From what I understand and I AM NOT SURE, that Chicago lockbox is just a sorting facility. They look at the package quickly to check for completeness, they scan all documents and put them on the system and afterwards is everything is OK they forward all application to the local USCIS office.
 
it's excellent to see it at the end written that the DV I-485 should be sent to Chicago.

We have to send it to a lockbox, and then they will forward to the local offices. Is that correct?

it looks like you're right. For what this document states, we, dv winners, should send our AOS forms to the Chicago Lockbox:

"Which aliens applying for adjustment of status does this notice affect?
This notice affects aliens residing in the United States who are
filing Form I-485 under the following categories:
............................................................
Aliens who are winners of the Diversity Visa lottery;
............................................................"
