Could somebody knowledgeable clarify something:
When USCIS gave away visa numbers to applicants during their "backlog reduction effort", did they follow world region quotas allocation? Did they, basically, processed most of the pending EB1/2 applications from "rest of the world" in order to fill up the "rest of the world" visa allocation?
