Hello there:

What do you guys think about the bulletin for July 2007. I been to http://travel.state.gov/ - site almost 20 times since Monday. Nothing yet ... I cannot wait to see what they are going to do.

Yes, which is why if you read close to the bottom of the bulletin, it tells you that severe retrogression is likely in early FY 08 (i.e. October-December).

There will be a flood of I-485s in July, which will create heavy demand for visa numbers by the time they start adjudicating these applications (October-December). Therefore, many people (Chinese and Indians mostly) will be stuck with EAD and AP for a while after submitting their I-485s because the numbers will have retrogressed again before it's time to issue their green cards. With the new EAD and AP fees as high as they are, this will be a lot of money for USCIS !!
 
Money making USCIS or really they have too many visa numbers!!!!!!

Seems USCIS wants to make lot of money thru EAD and AP. Because definetly after September.. they are going to retrogress the dates, and make people depend on EAD and AP for years and years....

Also they can't handle these many cases.. something fishy happening.. not sure whether for good or for worst
 
At least you guys can hope. I am "other workers"! No clue when it will become current or at lest jump a couple of years. Does anyone know?
Also, if Bush gets the support from the Senate and the House and finally sign this immigration bill, will the quota be increased, which will make all categories current?

I am with you (Other Workers with PD 03/2002). And don't worry, this bill will NOT pass, the rest of the elephant politicians are not as dumb as McCain, they already saw what happened to his political future and they won't allow this to happen to them as well.
 
Guys, if this situation is really just a way for USCIS to make more money, why didn't they wait until August to make almost all current. The new outrageous fees will start July 31. Right now, applicants still have 45 days to apply for I-485, EAC, I-131 paying the old fee. Can anyone explain this?

The real reason all went current is that the FBI backlog became so bad that they are not planning to use up all numbers this year. Lucky 20% of those who file in July will get "No record" response on the Name check, use up all the numbers, and everybody will safely retrogress back. Then they will be able to use the retrogression dates to measure up exactly how many applications will proceed.

Some fraction (~%20, nobody knows for sure) of FBI namechecks are returned on the next day with "no record". That should be enough for USCIS not to loose 40000 visa numbers they where on track of loosing (yes they do not use up all the available quota) - they have lost 10000 employment based visas last year.

Rest of the cases will happily go into the FBI NC backlog.

This information os from the May 2007 Ombudsman report. USCIS is so incompetent, it is not even funny. They had NO idea of how many cases to expect, and how long will it really take to process them.
 
I hope that due to a sudden surge in FBI pending namechecks due to flood of 485 filings, NC system will break down :), or will go AWAY.

What sense does it make to give the visa numbers to people who apply in July, since they will have to schedule fingerprint notices for all such applicants, get them to ASCs for fingerprints, then run the FBI checks!

I agree with you no doubt that these dates becoming current works for USCIS to get huge monetary influx :) and gets applicants stuck in the EAD-AP renewal loop!

Apparently not enough are sitting on the shelf. And they had absolutely no clue how many they actually have and how many to expect. When everybody applied it will be easier for them to throttle the flow.
