you can go past the INS office on Washington street.
you will see a parking lot there. they charged me $4 per 15min.
you can walk two blocks up and will hit intersection of broadway.
yopu can clearly see the second building on intersection.

From San Mateo: 101 N. Soon as you enter city limits take the 280N Downtown. The freeway ends on King St. Continue on and this becomes Embarcadero. Turn left on Broadway (will come after Washington). Try street parking after you cross the Sansome St. intersection. I went at 8 am and found cheap street parking. The entrance is on the right side after you cross Sansome St. on Broadway itself.
