Job Should be Demanding -RIR ???

Hi,
My friend wants to start RIR. His Company attorney saying Job should be demanding inorder to start RIR & Ask him to go for Regular. He could not make meaning from the word " Job should be demanding". In his work place He use latest
software tools. He works in USA for last 4 yrs.
What other describes Job demand. What about INS Point of View to Process RIR case or Regular case?

Is there any probablity that RIR can get rejected if he opts for RIR. The company is based in Minneapolis where Labour is moving fast. But He works in NorthCarolina. Where can he file his labour???.

I have no idea what the comapny means by their statement.

Whether to file an RIR or NON-RIR depends on many factors including position, requirements, State, corporate layoffs, previous recruitment efforts and their results, and previous corporate hiring.

"Roving employees" who change locations as required by customer contracts, can file from the corporate headquarters "and other unanticipated client locations throughout the United States."
