AC21 mentions same or similar job in addition to "can leave sponsoring employer" after 180 days.
Self petitioned NIW would not have a sponsoring employer. Can they still use AC21.
 
You don’t need AC21, you are self-sponsored, you should work or find new job in your National Interest area, you can change job any time in your area
