I am not sure that it is true. The first EAD for concurrent filers are delayed, because they have to undertake a superficial review of I140 before they can issue you an EAD.
So what is happening is that issuance of interim EAD is blocked (not in all local offices) by the officer asking for more time to complete the review. So in most cases a future appointment is given for the completion of interim EAD. So far I have seen interimEAD appointments at 30 days from the requested date...
