J1 waiver while residing outside US/ India (from Kuwait)

Hello friends,

thanks for the wonderful active forum.

I was in US from June 2008 to Nov 2011 as a J1 research scholar and now residing in Kuwait. I learn that you cannot solve the 2 year HRR by working in another country and that 2 years MUST be spent in home country that is India.

Now can I apply for a waiver while residing in Kuwait? If YES, how can I do that? how do I even start?

Not really. I contacted embassies in US and they said they cannot attest the documents. So I am going to send documents to these places with a notary seal from India and see what their response is.
