J1 waiver, Dept of Treasury as IGA???

I am a former J-1 trying to get a waiver of the two-year home residence requirement. I am currently employed by a financial company as a financial engineer. Can I use Department of Treasury as my IGA?

It seems all gov can be IGA, though some might be unwilling to do it.
