Lucy is correct. I am from from a "-stan" country (former Soviet Union) and I never had to set my foot inside the embassy to get my J-1. I was sponsored by the same agency except it was a high school version of Lucy's program. ACCELS people go to the embassy and do it for the entire group of finalists every year. Common practice.
