J1 visa stamping outside home country

Hi,

My spouse is on J1 visa doing her residency. I need to be in China later this year. She plans to accompany me. However, she needs to get the J1 visa stamped in her passport. Can she get it done from the US embassy in China (Shanghai) or does she needs to get it done from the US embassy from the home country (India)? Are there any risks associated with visa stamping in China?

No risks just some possibility for denial let her to justify why she apply in different country in the visa interview and it will work.
