J1 visa clarify please

I am on H4 visa and want to convert it to J1. I want to do it fast so as to join residency by July first,

1) Is it legal to start residency while Change of status
is pending?

2)Also, NSC jurisdiction is based on my residence address or where the university is located (Example: I have admission in Texas univ, I am in New York, Whether I can file I-539
in Texas Service Center)

3)If I go to chennai consulate what is the chance of approval since my spouse and daughter are in H status already in USA...??
 
why do u want to start residency on J WAIT till ur significant other apply for 485 u can start on EAD or else have ur residency program apply ur H after writing step 3 even if u have to wait one year but H4 to J is not at all a good option
 
I agree with kids doc. I was on J-1 from 94 to 98 J-1 waiver was a nightmare in 1998. It is somewhat easier now but still very long and involved. I would strongly advise you not to start residency on J-1 . Finish step 3 and apply for H-1 or wait till your spouse gets a EAD
It is illegal to start residency while you are in adj from one non immigrant status to another and do not have a EAD
