Hi,

My Husband and I Got the final waiver from BCIS on march 25 2005
for J1 2 years Home Residential Requirement . We are from India. Our Ds2019 is till Oct 2005. Is there any time duration(of course before oct 2005) within which one has to change from J1 to H1 after getting waiver. Any suggestions for the best time to apply for Change of stauts( or to file the petition) is appreciated. In the waiver certificate which we got from BCIS no time limit is mentioned.

When did you begin the process of obtaining the NORI? What passport office in India did you ask for waiver and what state are you from?

once you get a waiver, it's yours for good. It doesn't have an expiration date or anything of that sort. ONce you get the waiver, you are free to change your status at any time. As for change of status to H1, only H1 rules apply to you now, and you may want to ask your question in H1 forum.
