J1 question (Working at Underserved are)

This question is for one of my friend.

My friend is working in a Medically underserved (J1- waiver) area on H1 and he completed 3 years. Now he would like to move to a different state.

Q1 : Will he be allowed to move from the current place to another state on H1 ?

Q2: If the answer to the above question is YES, can he apply GC from the new place with his new employer ?.
