1. Is premimum processing available for J1 visa?

2. How long does it take to get J1 approved?

2) as in visa approval? if you don't get stuck in a name check stage, you'll get it on the day of an interview

could you write how you got a NOL from Russian Government? I thought they don't give one. I am trying to apply for the waiver (Fulbright program). I'll appreciate any ideas. Spasibo!

Ukraine doesn't issue them. Russia does, but not for all J-1 participants.
