J1 post-docs and NIH grants...

Does anyone know for sure how NIH policies affect the grant application (e.g. NIH R21) from post-docs on J1 visa? To apply for grant from any countries government, you usually need to be `properly employed' in the country. Does J1 qualify as proper enough employment for NIH to provide you a grant?

I was a postdoc on J1 for a few years, and applied to both NIH and NSF. Basically, J1 doesn't have much to do with it. The main issue is your status in the university. In Univ of California system where I was, a postdoc position (or specialist track) did not give automatic PI status, and an exemption form was required for each grant (that i was co-pi on). I since took a position as "Research Scientist" which allows PI status, so no exemption was needed. Also-- the people who review the grants prefer to see a well recognized faculty on the grant proposal- this is the best way to go about it ;)
