J1, married to US citizen, green card

Hello,

I am a citizen of India and have been in the US for almost 10 years now (first of F-1 and then J-1). For the last three years I am on a J1 (ending Sept 2013) and I am subject to the two year return to home requirement. Now in December 2011, I got married to a US citizen. According to my knowledge, I cannot receive a green card until I get my waiver certificate. Is this right? I have already applied for the NORI letters from India and received two out of the three. Can I start the green card application process while I am applying/waiting for the waiver certificates?

The I-130 can be filed while you're waiting for the waiver, but you need the waiver before applying for adjustment of status (I-485) or being interviewed at the consulate.
