Dear Sir/Madam:

I am now at USA with J1 visa which has 2 years home rule. I plan to be back to China and then work in Japan for 2 years. And then i want to apply for a USA master degree here, I will get F1 visa if i am approved by VO. I just wonder if i need to be subjected to 2 years rule again even with this F1 visa? For that 2 years i am not in China but in Japan.

Yes, you would still be a subject to 2 y HRR even if you get F1 visa. The requirement is to reside in your home country or country of your last residence. Going anywhere else does not count. There a probably exceptions, like working in your own country’s embassy abroad but I am not very familiar with that. You can always apply for a waiver, especially, after spending 2 years in Japan.
