Hi!
I Am A Permanent Resident Of Canada Who Has Applied For Citizen Ship Recently.i Have Got An Offer For An Intership In U.s.a.
My Question Is
After Expiry Of J1 Can I Come Back To States On Tn Visa?or Does The Home Country Rule Appliy To Canadian Citizens.
 
Don't quote me on that

You have to return to the country you resided in when you apply for the first J1. I don't think your citizenship status makes a difference. I don't know about the TN visas.
 
you only have to spend two years at home if:
you are applying for an immigrant visa, or
H1 visa, or
L-1 visa, or
you are applying to change status from J-1 to any other non-immigrant status, except for G and A


And, yes, even if you become a permanent resident in Canada, you have to return for two years to the country indicated on your DS-2019 or IAP-66 as your last residence

What if you are permanent resident in Canada for 3 years after J1 and then your name come up in DV lottery program, does the DV lottery waiv the 2 years home country rule

no, you still have HRR. Get a waiver or spend two years at "home", that is, your last permanent residence before you came here on J-1.
 
about J1 visa

I've been in US with J1 visa status, as an exchange student, and in my visa it says that I am not subject to section 212(E).

so, if I win the green card through the dv lottery, do you think that they could denie my immigrant visa.

they can deny it for a variety of reasons (see DV lottery subforum). If you are not subject to HRR, this wouldn't be one of them.
