J1 extension during waiver process

can one apply for a J1 extension after applying for the J1 waiver and before USCIS approval?
how does one avoid being out of status on july 1st if approved by IGA/state govt. and awaiting approval by USCIS?

I had the same dilemma 5 years ago-- but my Board exams were in October-so I cited that as a reason for extension and ECFMG got it extended.Find out when psych board exams are and ask ECFMG!!
