I am J-1 visa holder and going to apply for I-485 based on approved I-140 NIW. In my visa stamp and DS 2019 it clearly said that I am not a subject for 2years of HRR 212(E). I wonder did someone successfully got their I-485 approval without the opinion letter from DOS about the requirement of waiver ? Should I submit opinion letter from DOS or not ?
