J-1 waiver in I am in home country

From 2002 to 2009 I was on J-1 visa, before it was expired I have been back to my country to Poland. Now I would like to be bac kto US, I found new position. Can I apply for A waiver even I am back to my country? One year contract is enough or I need three years contract? Thanks for help

It is not the quickest process and I guess can be done from anywhere, it is just it is not a guaranteed process given it requires so many government approvals.
