J 1 processing

Dear friends,

I am basically a Sri Lankan( indian origin) holding a Srilankan passport. I also recently got my Overseas Citizen of India card. My permanent residence is in India. For the letter for the J1 processing from the ministry of health where should I apply to( India or Sri lanka).
If I have to apply to Sri Lanka does anyone know the procedure.
Any advice or suggestions would be highly appreciated.
 
doesnt iot says to apply form place where you legally reside taht should be srilanka.
best would be to ask ECFMG and which cuntry should process your J1
