Is VSC processing based on LC PD?

After reviewed some approvals in this board, comes here my guess: VSC is now processing 485 based on LC PD(Priority Date), no matter what EB.

Does anybody know how the LC PD decided? Is it the LC submission date?

If you search for those approved cases with PD info, you will find most of those cases' PD is still around Dec 2001 (few with Jan/Feb 2002). So your case is not very out of range plus you got LUD recently 12/29/04.

It makes me think actually 485 RD/ND doesn't matter.

There is no basis for VSC

Period. My LC PD is July, 99.
I don't think there is any basis for VSC to work on files.

They based on nothing

One of my colleague, he sent I-140 & I-485 con-currently in April or May last year(2004). And he got both I-140 & I-485 approval at the end of year 2004. But the processing time posted is June, 2003. Don't think they have any rule on approving case.
