Is Visa granted on verbal condition?

Hi,

In May 2008 my mom and dad applied for visitor visa. Without checking any document both of their visa was rejected. This time just my mom reapplied for visa. My dad DID NOT apply. My mom got visa but on condition. The VO said to my mom that your husband cannot come to US with you...if you agree only than you will get visa. I find it very strange condition? Is this happened to anybody else? Why VO placed this condition? Does this mean my dad lost opportunity to apply and get visitor visa now?

The consul map put a condition on your mother's visa. He has complete discretion on this matter. Your dad can apply for a visa. He may get it or he may not. If he gets it, both your parents may approach the POE requesting entry. Depending on whether your mother's visa has an annotation, the POE may admit them or may refuse them entry. Too many variables.
