Is TN Border Application a Joint Application By Employer and Employee ?

Just curious if any of you knowledgeable people have a view on this.

My current understanding is that the TN Border process is an application by the Employee (or in my case Contractor) with the "support" of the US firm - hence the use of a "support letter".

The TN Visa process through USCIS with an I-129 form on the other hand, I understand to be a "petition" by the US employer.

While this may all sound like an exercise in semantics, it is relevant for me in that in my case, the US firm (Employer otherwise) is getting advice on the support letter they can write, and their legal advisor is requiring me to sign on under a joint engagement which I feel is unnecessary and will have certain implications for me.

I suppose related to this question is whether or not the US firm is "sponsoring" me as I have also seen this term used.

Again, this may all be semantics but as I am finding out, the answers have implications.
