Is it true that when one files an appeal and also a new NIW in the same service center as the original one, CIS does not touch the new petition until a decision has been reached on the appeal?

Does anyone have any experience with that? From what I read in the previous posts, does not look like this is true but I am not sure.

If the second NIW also gets denied, will it have a drastic effect on my future petitions?

How long does it normally take for the CIS/AAO to decide on appeals? Website says 6-8 months. I am trying to send the second NIW asap after sending my appeal. Dont want denial on my appeal to come first in which case i cannot use 485 filed with my original NIW. If I send my second NIW 1-2 weeks after appeal, do you think thats good enough. I know nobody can say for sure but just your opinions............
