I am a US citizen and would like to help my sister and her husband to come to the US.

If I sponsor her, it will take 10-15 years. There is also a very small possibility that her husband can get hired by a company here which will be willing to sponsor him with a H1B visa, but we don't know if it will happen at all. So I am thinking of filing I-130 for her anyway. My question is, if I file I-130 for my sister, will her husband be turned down for H1B at the interview ?
 
No. H1B are dual intent visas which allow both non-immigrant and immigrant intent. Also, the petition for your sister should not directly affect her husband and children to obtain either type of visas... it will directly affect your sister though.

Thanks PraetorianXI. I guess my sister may want to visit me on a visitor's visa sometime and filing i-130 for her would prevent her from getting the visa.

But isn't it extremely hard to get visitor's visa for siblings, even if they don't intent to immigrate here? I am from mainland China. I haven't heard a single case where a sibling were able to get a visitor's visa.
 
you'll never know whether B visa gets denied or not until you try. But what is for sure is unless you file I-130, your sister won't get GC through you. It's trade off between risk and benefit.
