is there any premium processing???

I heard that there is premium processing for both labor and I-140 which will be done in 4 weeks. How far is it true?
My I-140 under EB2, is pending in Administrative Appeals Office for review as i made an appeal for the denial.
Can i use the same labour for another I-140 under EB3?
 
This is called PERM

DOL\'s been talking about it for over a year and so far it doesn\'t seem to be likely to happen any time soon.
