My friend has a father (in his senventies) and a brother (handicaped person with brain damage, totally dependent on others). My friend will be citizen soon. Is that possible for my friend to bring his family members to the US through family-based immigration? How long will take?

For her father probably within a year, since parents, spouse and children are consider immediate relative of US citizens and they don't need a visa number. But for siblings, right now is over 10 years.
