Is she a USC?

I am asking this question in behalf of our maid.
She was born in the Philippines on 1985 to a USC father. However, her mother and father were never married due to the fact that the father was already married in the US. Her father is named on her birth certificate though and he continually supported her financially until she was 18y.o.
She has never been to the United States and her father has always resided in the US.
Is she a USC? If so, what are the steps she has to take to establish that?
